Civil War park off to good start

For the first time in three weeks, the hills above a storied stretch of Stafford County 's Accokeek Creek are quiet.
The troops encamped there have pulled out and gone home.
But the Virginia Army National Guard has left a place that looks a lot more like a park than the wild woods to which they came.
Jeff Goldhardt, the construction engineer with the county Public Works Department who monitored the work, was pleased.
"It would take a developer six months to do this," Goldhardt said. "The amount of men and material that the guard threw in here was amazing. A developer wouldn't have this fleet of [heavy equipment] going. They did this in two weeks, man. What they accomplished in such a short time is phenomenal."
On site and off, hundreds of soldiers worked like the devil to carve out a county park that will tell the story of the 130,000 Union troops who called Stafford home in the middle of the Civil War.
Much like the Yankees who built roads, forts and winter camps here, these Virginia troops felled trees and limbed logs by the score to clear a way into the site.
That they wielded chainsaws and heavy equipment--including giant excavators, dump trucks and Caterpillar D-7 bulldozers--helped telescope the time required.
The largest piece of gear--a 70,000-pound hydraulic excavator that can pluck and move whole trees--was so big that it required closing half of the Interstate 295 bridge over the James River to get it to and from the site.
But even with that kind of equipment, jump-starting the park remained a huge job.
The guard valued its contribution this summer at $400,000, but others said it is worth far more.
Paying civilian heavy-equipment operators to do the same work would cost two to three times as much per hour, said Capt. Dave Baber of the guard's 1033 Engineering Support Company in Cedar Bluff in Southwest Virginia.
An advance party arrived in Stafford on July 11 and made great headway. The main body of troops worked on site from July 16 to July 30, supported by soldiers at Fort A.P. Hill in Caroline County and Fort Pickett near Petersburg, in Powhatan and in Cedar Bluff.
