South El Monte council decides one pot dispensary is enough
SOUTH EL MONTE - The City Council this week decided against asking voters how many marijuana dispensaries they want in the city, instead directly voting to allow only one.
The council voted unanimously to amend an ordinance regulating the number of allowed dispensaries, reducing the number from two to one, according to City Clerk Rose Juarez.
"It was just dragging on back and forth and the residents spoke, so we are going to listen and go with the recommendation of just keeping the one," Mayor Louie Aguinaga said. "We had people coming from both sides, but we just thought there was more outcry (against a second dispensary) - especially when we are out at some of the city events - so we decided to keep it at the one."
The idea to change the ordinance arose after the council turned down the city's second applicant for a dispensary.
In an earlier vote, the amendment failed 2-2, with one council member abstaining. That prompted council member Joseph Gonzales to ask for a vote to put the item on the ballot in November.
That proposal was on Tuesday's agenda, but was ultimately unnecessary because before it was discussed, the council had a re-vote on the amendment and it passed, Juarez said.
But the issue may not be over yet. The amendment will have a second reading in September and will need approval then by the council to pass.
"It sounds like this will be the end of it but we will see when it comes back for a second reading," Gonzales said.
While second readings are often procedural, the issue of marijuana dispensaries has seen some South El Monte council members change their minds at a second reading. Such was the case regarding the second marijuana dispensary business application, where it was first approved by the council and was then turned back at the second reading.
Gonzales said too much time has been spent on the issue, especially when he believes the city received a strong push from residents against a second dispensary.
"Once there was opposition to the second one, they should have killed it then," Gonzales said. "We wasted a lot of City Council time...it could have been dealt with quickly and eliminated early. For whatever reason, it seemed like there was some interest in doing this until political heat and (other council members) backed down."
While confident the issue has finally been decided, Gonzales said he doesn't plan to let down his guard.
Aguinaga said he doesn't expect any surprises at the September meeting.

SOUTH EL MONTE - A man forced his way into a woman's home late Friday, punched her in the face and stole a ring from her, authorities said.
The home-invasion was reported about 10:40 p.m. in the 1200 block of Lerma Road, Los Angeles County sheriff's Sgt. Stacy Morgan said.
The victim, described by authorities as a 50-year-old woman, answered at her door to find a black man, about 6 feet tall, 200 pounds and wearing a black jacket, the sergeant said.
"When the victim answered, he forced his way in and struck her in the face with his fist," Morgan said.
He then stole a ring from the woman, she added. The extent of the woman's injuries wasn't clear.
The robber fled, Morgan said, and a deputies searched the area but were unable to find him.
